The second edition of SUMP Topic Guide “UVAR and SUMPs – Regulating Vehicle Access to Cities as Part of Integrated Mobility Policies” has been published

TRT Trasporti e Territorio is proud to announce our contribution to the updated SUMP Topic Guide “UVAR and SUMPs – Regulating Vehicle Access to Cities as Part of Integrated Mobility Policies”, now available via the EU Urban Mobility Observatory.
The guide supports cities in embedding Urban Vehicle Access Regulations (UVARs), such as Low Emission Zones, congestion charging schemes, and Limited Traffic Zones, within Sustainable Urban Mobility Plans, ensuring they are designed as part of coherent and integrated mobility strategies.
Across Europe, cities are increasingly using access regulation to address pressing challenges related to air quality, congestion, climate targets, road safety, and urban liveability. When carefully integrated into broader mobility planning, UVARs can help reduce dependence on private cars while maintaining accessibility for people who rely on motorised transport, including residents with reduced mobility and essential service providers.
The guide also highlights the importance of combining access regulation with parallel investments in public transport, walking, cycling infrastructure, and sustainable urban logistics, enabling more attractive and viable alternatives to the use of private motorised vehicles.
This updated edition reflects key policy developments, including the revised TEN-T Regulation and its stronger focus on functional urban areas and planning beyond administrative boundaries. It also presents recent practices such as the Netherlands’ Zero-Emission Zones for freight and Oslo’s climate budgeting approach, alongside insights and tools developed through EU-funded initiatives such as ReVeAL, to support cities in tailoring UVAR measures to their local context.
