Metropolitan City of Palermo: Sustainable Urban Mobility Plan

The temporary consortium comprising TRTING (Principal), Sintagma (Principal), and TPS Pro (Agent) was selected following a competitive bidding process conducted by the Metropolitan City of Palermo for the preparation of the Urban Sustainable Mobility Plan (SUMP).

The drafting of the PUMS (currently underway) is being developed in accordance with the guidelines issued by the Ministry of Infrastructure and Transport (Decree No. 397 of August 4, 2017, and Decree No. 396 of August 28, 2019) and includes various activities:

• Plan development and participation process;

• Reconstruction of the Knowledge Framework;

• Definition of the Plan’s objectives;

• Definition of strategies and actions;

• Development of Reference Scenarios and Alternative Plan Scenarios;

• Simulation and Comparative Evaluation of Plan Scenarios;

• Guidelines for the Plan and monitoring indicators;

• Preparation of the Strategic Environmental Assessment (SEA) and EIA.

The drafting of the PUMS is accompanied by the development of the participatory process. The involvement of local stakeholders plays a fundamental role in all phases of the PUMS’s development and is structured according to a specific “Participation and Communication” Plan shared with the client. TRT’s contribution to the development of the PUMS concerns the following thematic areas:

Sustainable Freight and Logistics

Cycling Mobility

In particular, the in-depth analysis titled Sustainable Freight and Logistics provides an overview of the dynamics of the metropolitan logistics sector and identifies measures to support the objectives set by the Client, with the aim of improving the sustainability and competitiveness of the system serving the industrial districts.

The in-depth analysis of cycling mobility includes: an assessment of the current situation and the identification of critical factors within the context; the identification of interventions and actions that make up the reference and planning framework.

A specific chapter within the Metropolitan City’s PUMS is dedicated to cycling, covering the following points: identification of cycling routes, their classification by use (daily, tourist), and definition of a hierarchy; guidelines on cycling services, with particular attention to measures promoting bike-public transit intermodality (rail, road, and maritime); elements for traffic regulation and calming; recommendations for defining a metropolitan governance model.
