Cost-benefit analysis of the new metro line Afragola-Naples

Financial and economic analysis of the new metro line Afragola AV-Napoli and of a moving walkways at Colli Aminei station

The study consisted in the evaluation of the new Afragola-Naples (LAN) railway connection and the automated connection of the Colli Aminei station (CAM), planned by the Campania Region respectively to connect the Afragola high-speed station to the city of Naples through a new metro line and to improve the accessibility of the Colli Aminei station.

On the basis of the transport study, TRT has developed the financial and economic (social cost-benefit) analysis of the projects in question, considering on the one hand the investment and operating costs of the infrastructures, and on the other the impacts that are expected to derive modal shift (traffic reduction, time savings, fewer traffic externalities, etc.).

The analysis produced took into consideration two different design variants of both LAN and CAM, identifying through the analysis the best path from the point of view of the benefit / cost ratio. As required in the ministerial guidelines, the assessment also included a risk analysis following three lines of analysis (qualitative risk analysis, sensitivity analysis and quantitative risk analysis).
