When carefully integrated into broader mobility planning, UVARs can help reduce dependence on private cars while maintaining accessibility for people who rely on motorised transport, including residents with reduced mobility and essential service providers. <\/p>\n\n<p>The guide also highlights the importance of combining access regulation with parallel investments in public transport, walking, cycling infrastructure, and sustainable urban logistics, enabling more attractive and viable alternatives to the use of private motorised vehicles.<\/p>\n\n<p>This updated edition reflects key policy developments, including the revised TEN-T Regulation and its stronger focus on functional urban areas and planning beyond administrative boundaries.
