DD-2020-2813 of 23\/12\/2020. TRT presented the proposed Plan that is awaiting adoption and approval by the Municipality of Parma.<\/p>\n<p>Parma PGTU di Parma is structured as an implementation and short-term tool of the Sustainable Urban Mobility Plan (SUMP), a ten-year strategic instrument that the city of Parma adopted in 2017.<\/p>\n<p>TRT\u00a0was also responsible of the drafting of the\u00a0<b><a href=\"http:\/\/www.trt.it\/en\/PROGETTI\/sump-of-the-city-of-parma\/\" target=\"_blank\" rel=\"noopener\">Sustainable Urban Mobility Plan<\/a>\u00a0<\/b>of the city of\u00a0Parma and, in 2019,\u00a0was commissioned to coordinate the\u00a0<a href=\"http:\/\/www.trt.it\/en\/PROGETTI\/master-mobility-plan-monitoraggio-del-pums-parma\/\" target=\"_blank\" rel=\"noopener\"><strong>implementation and monitoring of Parma\u2019s SUMP<\/strong><\/a><\/p>\n<p>Parma PGTU follows the ministerial directives of 1995 and the subsequent updates of the New Highway Code, which provide guidance on the plan&#8217;s action themes, with indications on both transport supply and demand. The TMP was developed in two phases.<\/p>\n<p><b>The first phase <\/b>reconstructed an updated knowledge framework of the mobility system, delving into its key aspects:<\/p>\n<ul>\n<li>the regulatory framework;<\/li>\n<li>the planning and programming framework, including the status of implementation of the current PUMS;<\/li>\n<li>the provision of transport networks and services, including the existing road network and classification as well as access regulation and zones 30;<\/li>\n<li>the roadside, in-structure and interchange parking system;<\/li>\n<li>motorised urban public transport;<\/li>\n<li>cycling and sharing services;<\/li>\n<li>mobility management actions;<\/li>\n<li>transport demand;<\/li>\n<li>the social and environmental impacts of the mobility system.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-9981 size-large\" src=\"https:\/\/www.trt.it\/wp-content\/uploads\/2022\/12\/PGTU-Parma-1-1024x290.png\" alt=\"PGTU Parma\" width=\"960\" height=\"272\" srcset=\"https:\/\/www.trt.it\/wp-content\/uploads\/2022\/12\/PGTU-Parma-1-1024x290.png 1024w, https:\/\/www.trt.it\/wp-content\/uploads\/2022\/12\/PGTU-Parma-1-300x85.png 300w, https:\/\/www.trt.it\/wp-content\/uploads\/2022\/12\/PGTU-Parma-1-768x217.png 768w, https:\/\/www.trt.it\/wp-content\/uploads\/2022\/12\/PGTU-Parma-1-260x74.png 260w\" sizes=\"auto, (max-width:767px) 480px, (max-width:960px) 100vw, 960px\" \/><\/p>\n<p><b>The second phase <\/b>was developed from the reading of the cognitive framework and the selection of objectives identified by ministerial directives.\u00a0 On this basis, the PGTU identified short-term measures inferred from those foreseen by the SUMP (2017) and updated taking into account the new opportunities introduced in the last two years as measures in favour of sustainable mobility.
